PR rating is just one of the factors I look at - site age, content and change velocity are the others. Does the site only exist as bait for trades, or is it an actively traveled site with real traffic. Those tend to work best for me.

Just a suggestion - why not have users pay for each site they submit to their pages listing.

Make it a nominal fee - like $1 per site. Then charge a per trade fee of 10 cents per trade.

This would make the site affordable, while at the same time increasing the quality of potential trades.

That is correct - I do not do it for established sites, but it's a great tool to use if you want to quickly raise the ranking of a new site.

I have been able to use Twitter to generate some back links using the following software.
