I was going thru my pending trades this morning and after about the 4th one, suddendly I am unable to see the other webmasters recips to choose from.

looks like this has been removed, but it didnt reset the 'setup trades' count in the top menu of my page. It's showing "0,1" but when I view the page, there are no trades seen.

Unless I'm missing something, that site only has 154 backlinks. Brand new domain, piss poor on site optomization and a pr of 2.

If it's not a question of a member getting banned, only a suspension of use until links are put up - I think a 48-72 hour period is adequate. It only serves to insure that links are put up promptly upon their next visit to the site.
