WTB hardlinks on your sites

Guys, Ive got an agency wanting to buy hardlinks and I've run out of domains. They have a simple criteria
$25 US/link hardlinks,
preferably on homepage-only (I can give you some wordpress script to help with this)
site needs 20+ inbound links.
preferably TLDs
