SE traffic to one of my sites, is someone trying to scam my

SE traffic to one of my sites has been dropping so I checked my site in Google webmaster tools.
in the sites linking to me Im seeing the URL's below, there are 100's if not 1000's of them. all the same basic cam ad with a link to my site. what's the reason for this, are they trying to scam my SE traffic, or hurt my rankings?

You have no control over incoming “bad” links to your site. Google knows this. Such links should not impact your website's ranking. It looks like a spammer, most likely operating in a country where reporting such activity to their host will not alleviate your issue. Worth a quick check to know for certain.
But of higher importance, make sure your site has not been hacked. Is your site a WP blog? Vulnerability to a WP php files hack.
Use the Rex Swain viewer:

Check all your pages. Make sure the results lead to your pages and not to the spammer/hacker site.

This is not a 100% true. Although Google will generally ignore incoming links to your site, if I suddenly decided to add 1,000 links to your site tomorrow there's a good chance you may get penalized. Where'd you get all those likes from overnight, baby?

I see this too for several of my 1st page sites. Some just a few, others in the high hundreds. For one site I've seen it for two years now and never noticed a penalty. Not sure if I like it tho, clearly some kind of shady tactics. Like to know what's in it for them.

You're not going to get penalized for other people linking to your site. If it was that easy to penalize a site, you could knock off your competition really easily by building backlinks to them. Pretty sure that links either get counted 'positively' to a varying extent, or else they don't get counted at all.
I think that they might be attempting (poorly) to get their site(s) recognized as an authority site by linking to other sites which rank for certain keyword phrases. I've got hundreds of links like that which show up for my sites in yahoo site explorer. Just a hunch, but I'd guess most of those pages are auto-generated garbage, and unlikely that anyone set out to specifically link to my site. I have seen a few though where the links are emanating from totally unrelated mainstream spam pages, quite weird.

That's true for an established site. Meaning, if you have a 3 year old site with 500K links into it this kind of thing wont accomplish much. However, if you have a newer site with not so many links in then the percentage of garbage to your site is higher and the bots do penalize sites. I have seen a few quality domains get blasted this way because they were not actively being built up and someone else wanted to prevent them from taking spots. Google did take action in one instance and blacklisted the offending site.

btw sometimes they'll hack your site, put their links on your site (on a new page), then link to these (new) pages from other sites.

They're using an automated blogger tool and using google blogsearch to scrape sites/content to fluff up their automated blog posts.
By mashing up content from multiple sources and including random links to other sites based on keywords from google blog search, their auto blog posts look more natural to the search engines.
If you rank #1 for certain keywords, your sites/blogs are going to show up higher in blogsearch and you're going to have text/links scraped from your site.
A massive influx of links like that will probably sandbox you for a while. IE google will drop you out of the search results for a couple weeks, but once you're out of the sandbox you'll have all the power and ranking of those extra links so you'll come back stronger.

I don't think you'll come back stronger, I think after a while Google's algorithm will suss out these spam pages and ignore them. I think I got hit by this for a couple of sites, and after a bumpy few days they're back where they were. Looking at one in webmaster tools I saw that it had gone from about 5000 backlinks up to 12000, all on spam pages added to subdomains on sites like nokiapower.co.cc or samsungproducts.co.cc etc.
