how long do you wait?

I have a trade - I put up the link on Jan 18, on Jan 30 sent a msg to the other webmaster and said "where is my link", yesterday again I asked... this person has been logged in a few times since then...
i sometimes lag in putting things up - 5-6 days -
how long is too long to wait and what to do now?

The best time to add is as soon as it hit Active Trades, once it's in there both parties have agreed, and confirmed both sites of the trade. If we had a user base adding as soon as they saw them in active we'd be rocking.
Some people have routines though also, they may add links 2 times a week (on tues and frid) as part of a routine or job duty, hopefully those people will have something in their trade comment stating such but its not always the case.
If it has been in Active Trades for that long and isn't live, you can drop your link, and Stop the trade.

If I know them personally, I give them a week. If they're new to me they get 3 days.

Depends... If I get a pr4 into my pr1 and they got a pr3 into their pr3, I wait
