How do I specify PR minimum?

I want to specify on some of my domains a PR minimum for trade. Also put a "no outgoing links" to some.

You cant at this moment but I'm sure it will come eventually (well, I hope). You can however limit by PR when you request a trade. This means that your trade partners can only choose pages below that minimum you have specified.
